In my opinion, some of the safety concerns of nuclear power are political problems, not technical problems. For instance, why would anybody want to steal nuclear waste?
Well, this is what motivates al-Qaeda: (from Oil and the “Third World War”, DONNA ABU-NASR, Associated Press Writer, 9/28/1998):
Bin Laden claimed the United States has carried out the ``biggest theft in history'' by buying oil from Persian Gulf countries at low prices. According to bin Laden, a barrel of oil today should cost $144. Based on that calculation, he said, the Americans have stolen $36 trillion from Muslims and they owe each member of the faith $30,000.
There's a solution to that problem, which is partly to build more nuclear reactors. There is always the possibility of human error though, and with 10000 nuclear reactors, that possibility would increase by 22 times.
